STATEMENT REFERED TO IN REPLY TO PART (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO. 565 FOR 06.05.2015 REGARDING “VOCATIONAL EDUCATION”ASKED BY SHRI SHRIRANG APPA BARNE AND SHRI ADHALRAO PATIL SHIVAJIRAO:
(a) : No, Madam. There is no such information maintained in the Ministry. However, the skills are being imparted to all the age group including age group of 19 to 24 through several schemes of this Ministry.
(b): National Knowledge Commission (NKC) considered Vocational Education and Training (VET) to be an important element of the national education initiatives to enjoy the fruits of the demographic dividend. It has recommended few long and short term strategies. The recommendations of the NKC are available on the website of National Institute for Transforming India (NITI Aayog) i.e. http://planningcommission.nic.in.
(c): The Government of India has formulated the National Policy on Skill Development in 2009 that gives the broad framework for skill development in the country. Through this Policy, the Government has put in place an institutional structure for skill development. This structure include; the National Skill Develop- ment Agency (which subsumes three erstwhile entities, viz., PM`s National Council on Skill Development, National Skill Development Coordination Board and the Office of the Adviser to the PM on Skill Development) and the National Skill Develop- ment Corporation (NSDC). Further, Government has created a separate Ministry namely Ministry of Skill Development and Entrepreneurship for better coordination and planning of the Skill Development in the country.
(d): The Ministry of Human Resource Development has notified a National Vocational Education Qualification Framework (NVEQF) on 3rd September, 2012. NVEQF is a nationally integrated education and competency based skill framework that will provide multiple pathways both within vocational education and between general and vocational education to link one level of learning to another higher level and enable learners to pro- gress to higher levels from any starting points in the education and/or skill system. It allows cross mobility of students and their absorption in Industry with certain skill gained over a fixed period of time or their seamless integration into higher learning that enables them to acquire formal degrees and higher skills so that they perform higher level jobs in industry. However, NVEQF has been superceded by National Skill Qualification Frame work (NSQF), which has been notified by the Ministry of Finance on 27th December, 2013. MHRD is also running the following schemes/programmes through All India Council for Technical Education (AICTE), University Grants Commission (UGC), Board of Apprenticeship Training (BOAT) and Polytechnic Colleges for imparting vocational education/training for development of skill of youth in the country:-
(i) Community College Scheme. (ii) B.Vocs. Programme. (iii) Career Oriented Courses (COC) (iv) Apprenticeship Training (v) Employability Enhancement Training Programme (EETP) (vi) National Employability Enhancement Mission (NEEM) (vii) Community Development through Polytechnics (CDTP) (viii) Scheme for Integrating Differently Abled persons in the mainstream of Technical and Vocational Education. (ix) Centrally Sponsored Scheme (CSS) “Vocationalisation of Secondary and Higher Secondary Education” under integrated Rashtriya Madhyamik Siksha Abhiyan (RMSA).
