Question : Job for Blind Candidates

(a) whether it has come to the notice of the Government that Blind Candidates who have passed IAS exams along with normal candidates are not given any jobs;

(b) if so, the reasons therefor; and

(c) the corrective measures taken by the Government thereon?

(a) to (c) As per the Rights of Persons with Disabilities Act, 2016, the Chief Commissioner for Persons with Disabilities is responsible to look into the grievances relating to deprivation of rights of persons with disabilities. Office of Chief Commissioner for Persons with Disabilities (Divyanjgan) has informed that no such specific complaint has been received during last few years.
Department of Personnel & Training has informed that service allocation to the candidate who is recommended by Union Public Service Commission in the final result under Person with Benchmark Disability (PwBD) category is done as per his rank in the merit list, preferences expressed by him for various services, availability of vacancy at his turn in his PwBD sub-category (i.e. visual impairment/hearing impairment/locomotor disability & cerebral palsy etc. as per Appendix IV of the CSE Rules) of PwBD category and fulfilling all the requirements fixed and decided by the respective Cadre Controlling Authorities (CCAs) of the participating services in the Civil Services Examination, in terms of Functional Classification (FC) and Physical Requirements (PR) of the respective services.
