Question : OPTIMUM USE OF NATURAL GAS



(a) whether GAIL India Ltd. and Reliance Industries Ltd.(RIL) have entered into swap arrangement to facilitate optimum use of available natural gas in the country;

(b) if so, the details thereof;

(c) the details of other swap arrangements made by RIL with other oil/ gas companies;

(d) whether these arrangements have the approval of the Union Government; and

(e) if so, the details thereof?

(a) to (e): KG D6 gas has been allocated, inter alia, for existing gas based LPG plants of GAIL & ONGC. As gas from KG D6 is lean and LPG cannot be extracted from this gas, GAIL has been asked to make necessary swapping arrangements, whereby lean gas from KG D6 gas will be supplied to GAIL’s existing customers as a make up for the shrinkage in rich gas used by the existing gas-based LPG plants towards recovery of C3 & C4 as LPG. Currently GAIL is purchasing around 1.9 million metric standard cubic metre per day (mmscmd) from KG D6 field under the said arrangement.

Similarly, KG D6 gas has been allocated for petrochemicals plants. As KG D6 gas is lean, ONGC, GAIL & RIL have been directed to make appropriate swapping arrangements. Currently, no KG D6 gas is being supplied to petrochemicals plants, as ONGC, GAIL and RIL are yet to arrive at the swapping arrangement.
