Question : Growth of MSME Sector

(a) the details of registered and unregistered Micro, Small and Medium Enterprises (MSMEs) including the MSMEs owned by Scheduled Castes(SC)/Scheduled Tribes(ST) entrepreneurs in the country at present, State/UT-wise;

(b) the details of the loans sanctioned to MSMEs under the MUDRA Yojana since the inception of the scheme and the number of SC/ST enterprises that received these loans State/UT- wise ;

(c) whether the MSME sector has recorded any growth in contribution to the GDP and employment generation after implementation of ‘Make in India’ programme and if so, the details thereof;

(d) the list of items which are to be compulsorily purchased from MSME sector by the Government departments; and

(e) the other steps taken/being taken by the Government to boost the growth of the MSME sector in the country?

(a): As per data estimated based on 4th MSME census (with reference to base year 2006-07) as well as data extracted from Economic Census 2005 conducted by Central Statistics Office, Ministry of Statistics and Programme Implementation, the total number of estimated and unregistered MSMEs owned by Scheduled Castes are 27.15 lakhs and owned by Scheduled Tribes are 20.40 lakhs. The States/UTs number of unregistered MSMEs as per data sources mentioned are given at Annexure-I.

As per 6th Economic Census, 2013, conducted by the Central Statistics Office, Ministry of Statistics and Programme Implementation (MOS & PI) there are 5.8 crores establishments. These include MSMEs as well as large enterprises. Number of establishments by SC/ST are 59.72 lakh and 28.13 lakh respectively.


Total number of registered MSMEs in the country are 65,91,870 including 15,63,974 under Small Scale Industry registration, 21,96,902 under Entrepreneur Memorandum and 28,30,994 under Udyog Aadhar Memorandum. Enterprises Memorandum II has replaced Small Scale Industry Registration from 2006. Udyog Aadhar Memorandum has replaced Enterprises Memorandum II since 18 September, 2015. Number of MSMEs with UAM Registration owned by SCs and STs in the country are 361726 and 107151 respectively.


(b): During FY 2015-16, the Banks and Micro Finance Institutions have disbursed Rs.1,32,954.73 crore to 3.49 crore beneficiaries as against the target of Rs.1.22 lakh crore, under Pradhan Mantri Mudra Yojana (PMMY). Out of the above, Rs.14,691.79 crore was disbursed to 61 lakh borrowers belonging to Scheduled Castes (17.5%) and Rs.4742.03 crore was disbursed to 16.78 lakh borrowers belonging to Scheduled Tribes (4.87%).

Similarly, during FY 2016-2017, up to March 20, 2017, an amount of Rs.144990.54 crore was disbursed to 3.57 crore beneficiaries out of which Rs.13317.29 crore was disbursed to 60 lakh SC borrowers (16.8%) and Rs.4088.68 crore was disbursed to 15.90 lakh ST borrowers (4.48%). The State-wise/Union Territory-wise details of overall Sanction and Disbursements along with number of beneficiaries as well as the same for SC and ST borrowers for FY 2016 & FY 2017 (as on March 20, 2017) are enclosed at Annexure II and III respectively.



(c): The data compiled by Central Statistics Office, Ministry of Statistics and Programme Implementation, Government of India for contribution of MSMEs in gross value added and GDP of the country is published only till 2014-15. Impact of Make in India programme has not been evaluated.

(d): 358 items are reserved to be purchased only from micro and small enterprises by Central Government Ministries / Departments and public sector enterprises. The list of these 358 items is available on the website http://dcmsme.gov.in/notification.pdf.

(e): This Ministry is implementing a number of schemes for micro, small and medium enterprises (MSMEs) including National Manufacturing Competitiveness Programme(NMCP), Prime Minister’s Employment Generation Programme(PMEGP), schemes for Khadi & Village Industries and Coir, International Cooperation Scheme, Performance and Credit Rating Scheme(PCRS), Marketing Assistance and Technology Upgradation(MATU) schemes, Scheme for Credit Guarantee Fund for Micro and Small Enterprises etc. Benefits under these schemes are available to all eligible MSMEs including those belonging to SC and ST communities. This Ministry of MSME has approved a scheme for setting up of National Schedule Caste and Schedule Tribes (SC/ST) Hub on 25.07.2016. The said scheme was formally launched by the Hon’ble Prime Minister on 18.10.2016 at Ludhiana, Punjab. The Hub is set up to provide professional support to Scheduled Caste and Scheduled Tribe entrepreneurs to fulfill the obligation under the Central Government Public Procurement Policy for Micro and Small Enterprises Order 2012, adopt applicable business practices and leverage the Stand Up India initiatives. Estimated budget for the SC/ST Hub Scheme for the period 2016-20 is Rs. 490 crore. Four Schemes have approved under National SC/ST Hub namely (a) subsidy for SC/ST enterprises to obtain Single Point Registration Scheme (b) Special Marketing Assistance Scheme (SMAS) to provide marketing support to SC/ST owned MSMEs and (c) Subsidy for Performance & Credit Rating Scheme (SPCRS) for SC/ST enterprises and (d) Special Credit Linked Capital Subsidy Scheme.
