Question : Community and Household Toilets Constructed

(a) the number of community toilets and household toilets that have been constructed, State/UT-wise;
(b) whether any discrimination has been noted against persons from Scheduled Castes and Scheduled Tribes in the use of toilets, if yes, the details thereof;
(c) the steps taken by the Government to ensure that the toilets constructed are being used;
(d) whether measures have been taken to monitor the conditions of such toilets constructed, if so, the details thereof; and
(e) the funds collected through the Swachh Bharat Cess and the details of their distribution and utilization, State/UT-wise?

(a) State/UT-wise numbers of individual household latrines (IHHLs) and Community Sanitary Complexes (CSCs) constructed under Swachh Bharat Mission (Gramin) [SBM(G)] from 02.10.2014 to 04.02.2019 are given at Annexure-1.

(c) Sanitation primarily is a behavioral issue. This involves changing the mindset amongst people to stop open defecation and to adopt safe sanitation practices. Under SBM(G), the preferable approach is to adopt Community Approaches to Sanitation (CAS) focusing heavily on triggering entire communities and on achieving collective behavioral change with emphasis on awareness generation. Up to 5% of the programme funds can be spent on Information, Education and Communication (IEC) and capacity building at the State and District level, and up to 3% at the Central level. Massive media campaigns are being carried out at national level using Audio Visual (TV) and Audio (Radio) aids. States are also carrying out IEC campaign including interpersonal Communication (IPC). Cleanliness drives and awareness campaigns are also held at regular intervals. NigraniSamities have been formed in the villages to ensure that the people use the toilets and not go for open defecation. Regular field visits including morning follow ups are undertaken by the Government officials to monitor and ensure the usage of toilets. Besides conventional IEC tools, social media is also being used for spreading the mass awareness. Media celebrities have been roped in as brand ambassadors.Under SBM(G), the incentive for individual toilet has been increased from Rs.10,000/- to Rs.12,000/- to provide for water availability, including for storing water for hand-washing and cleaning.

(d) States have been directed to geo-tag all the toilets constructed under SBM(G) and to upload photographs of such toilets in the Integrated Management Information System (IMIS) of SBM(G). Regular field visits are also undertaken by the officials of State Governments and the Ministry of Drinking Water and Sanitation as well.

(e) Swachh Bharat Cess was being collected and allocated to the concerned Ministries/Departments by the Ministry of Finance. This Cess was abolished in 2017-18 consequent upon roll-out of Goods & Services Tax with effect from 01.07.2017. The details of amount of the Cessallocated for SBM(G) by Ministry of Finance are given below:-

As Swachh Bharat Cess was also part of the funds allocated under General Budgetary Support, under SBM(G) the funds were released to the States/UTs in a consolidated manner. State/UT-wise details of funds released to the States/UTs by the Government of India and the amount utilised by the States/UTs during the last three years as per the data reported on the IMIS of SBM(G), are given at Annexure-2.
