(a): Details of production of fodder is being collected from the States.
(b): Central Government have a scheme on Assistance to States for feed and fodder development. The expenditure under the scheme is shared by Central/State Government. The components of the scheme and their cost sharing pattern area:-
i. Strengthening of State Farms for Production of fodder seeds (75:25);
ii. Establishment of fodder banks (75:25);
iii. Fodder Seed Production through registered growers (25:75);
iv. Enrichment of straw/cullulosic waste (100:00);
v. Establishment of silvipasture system for increasing Bio-mass production (100:00);
vi. Development of grasslands including grass reserves (100:00);
vii. Sample Survey for area, production and requirement of fodder crops (100:00);
(c): Yes, Sir.
(d): Central Government is providing assistance to the State Governments for Establishment of fodder banks mostly for creation of infrastructure. During 1999-2000, a sum of Rs.145.56 lakhs was provided to the States viz. J&K (Rs.50.56 lakhs), Gujarat (Rs.79.00 lakhs), Nagaland (Rs.16.00 lakhs) for establishment of six fodder banks.
(e): Yes, Sir.
There is a component under the scheme on Assistance to States of feed and fodder development on `enrichment of straw/cullulosic waste` under which dry fodder viz. wheat bhusa, paddy straw and cane bagasse are being treated with urea and molasses. This department is providing 100% Central assistance to the State Governments. However, there is no provision to despatch such enriched fodder to States.
