Question : CLUBBING OF MINISTRIES .



(a) whether the Government have appointed a high-power committee headed by Shri F.S. Nariman to examine clubbing of different Ministries;

(b) if so, the details thereof;

(c) whether the committee has submitted its report;

(d) if so, the details thereof; and

(e) the details of recommendations which have been accepted by the Government?

(a),(b),(c),(d)&(e) No committee has been appointed to examine clubbing of different ministries. However, a Group on Telecom and IT Convergence(GOT-IT) was set up in December,1999 under the chairmanship of the Finance Minister. With a view to tackle the task before it, the Group constituted three Sub-Groups including one under the convenorship of Shri Fali S. Nariman,MP to prepare the draft of a new comprehensive statute to replace the Indian Telegraph Act,1885, keeping in view the rapid convergence of telecom, computers, television and electronics. The Sub-Group, after deliberations, has prepared a draft Communications Bill, 2000 which, inter alia, provides for the establishment of an independent Commission to regulate all forms of communications and to provide for matters connected therewith or incidental thereto.
