Question : Trauma Centres

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has taken note that a large number of people die in road accidents every year, if so, the details thereof indicating the number of road accidents and casualties occurred during each of the last three years and the current year, State/UT-wise;

(b) the number of injured people died on account of absence of nearby trauma centres/hospitals during the said period, State/UT-wise;

(c) whether the Government proposes to establish trauma care facilities along the national highways during the current financial year, if so, the details thereof indicating the number of trauma centres presently functional along the national highways or under construction
State/UT-wise;

(d) the criteria set for selecting the location of each project, progress made with regard to projects under execution and the time by which the work is likely to be completed along with the funds allocated and utilised for the purpose during each of the last three years and the current year, State/UT-wise, and

(e) whether the Government has identified new government hospitals for providing trauma care facilities in the current five year plan and if so, the details thereof?

(a): The details of number of accidents, number of persons killed and injured during 2010, 2011, 2012 and 2013 are given at Annexure I.

(b): No such information is maintained centrally.

(c): The Ministry of Health & Family Welfare is implementing a Scheme namely “Capacity Building for developing Trauma care Facilities in Government Hospitals on National Highways” since 11th Plan with the objective to bring down preventable deaths because of road accidents to 10% by developing a pan-India trauma care network in which no trauma victim has to be transported for more than 50 kilometres and a designated Trauma Care Facility is available at every 100 km of the National Highways.
In the 11th Five Year Plan, 140 locations along the Golden Quadrilateral Corridor North-South and East-West Corridor were identified to develop trauma care facilities to provide immediate treatment for accident victims. Out of these centres, 118 hospitals/Medical Colleges were identified under scheme of Capacity Building for developing Trauma care Facilities in Government Hospitals on National Highways and 20 hospitals/Medical Colleges under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Remaining 2 identified hospital/Medical College were to be developed from their own funding. Status of identified 118 Trauma care facilities approved under the Scheme is given in Annexure II. In order to ensure availability of a designated trauma centre at every 100 kms, establishment of 85 more trauma care facilities have been approved during 12th Plan.

(d): As per the eligibility criteria for trauma care facilities under the Scheme, in States/UTs during the 12th FYP, New Trauma Care Facility will be identified in the following National/State Highways:

(i) Connecting two capital cities.
(ii) Connecting major cities other than capital cities.
(iii) Connecting ports to major cities.
(iv) Connecting industrial townships with capital city.

Details of funds allocation during the last three years are given in Annexure – III. During current financial year, i.e. 2015-16, no allocation of funds has been made for this Scheme.

(e): During the 12th Plan, it has been decided to establish 85 additional trauma care facilities preferably in States / UTs which were not covered in the 11th Plan. Till date 30 Hospitals/Medical Colleges have been approved for developing trauma care facilities, details of which , are given at Annexure-IV.
