Question : INVESTMENT IN MSME RUN BY SMALL ENTREPRENEURS



(a) Whether the Government is making efforts/schemes to encourage investment in small and medium enterprises run by small entrepreneurs in various States of the country including Bihar;

(b) if so, the amount of funds invested for the upliftment of micro, small and medium Entrepreneurs during the last three years by the Government, State-wise;

(c) the number of people engaged in such enterprises;

(d) the contribution of such entrepreneurs in the Gross Domestic Product (GDP) of the country;

(e) the names of the five States topping the list in availing the optimum benefit of the schemes relating to micro, small and medium enterprises (MSME); and

(f) the names of the States which are not taking adequate steps to promote MSMEs?

(a): Yes, Madam. The Ministry of MSME is encouraging investment in SME sector in various States of the country including Bihar by implementing a number of schemes and programmes relating to credit, infrastructure development, technology upgradation, etc. The major schemes include Credit Guarantee Scheme, Credit Linked Capital Subsidy Scheme, Performance and Credit Rating Scheme, Cluster Development Programme, National Manufacturing Competitiveness Programme and Prime Minister’s Employment Generation Programme.

(b): The Government encourages investment in the SME sector through its various Schemes. The expenditure made by the Ministry of Micro, Small and Medium Enterprises in its various Schemes all over India during the last three years are furnished below:

Since the Schemes of the Ministry are Central Sector Schemes, the State-wise expenditure figures are not maintained.

(c): The Government monitors the number of enterprises and employment in the Micro, Small and Medium Enterprises (MSME) sector in the country by conducting All India Census of the sector, periodically. As per the latest Census (Fourth Census), conducted (with base reference year 2006-07), wherein the data was collected till 2009 and results published in 2011-12, the estimated number of employment in the MSME Sector is 805.24 lakh.

(d): As per the revised methodology suggested by CSO, MoSPI, on the basis of the data on Gross Domestic Product (GDP) published by CSO, MoSPI and final results of the latest Census (Fourth Census), conducted (with base reference year 2006-07), the estimated contribution of MSME sector to GDP (in percentage terms), during 2010-11, 2011-12 & 2012-13, are as noted below:
