Question : Loans Disbursed under KCC

(a) whether the Government has issued Kisan Credit Cards in the last two years and if so, the details thereof, State-wise;

(b) the details of the total loans distributed under Kisan Credit Card during the last two years in the country including Punjab, State/UT-wise and year-wise;

(c) whether the Government proposes to increase the maximum limit of loan under KCC Scheme in view of increasing inflationary pressures on farmers, if so, the details thereof and if not, the reasons therefor;

(d) the total number of farmers covered under the KCC scheme in Punjab till date along with the details of the pending applications as on date for availing the scheme; and

(e) whether the Government has cleared any projects sanctioned under Agri Infrastructure Fund, if so, the details thereof along with the amount sanctioned till now, State-wise?

(a): In the last two years (2018-19 and 2019-20) -22,442,515 Kisan Credit Cards have been issued. The State-wise detail is provided in Annexure-I.

(b): State-wise Short-term loan including loans through Kisan Credit Card in the country during the last two years (2018-19 and 2019-20) including Punjab is at Annexure-II.

(c): As per the KC Master Circular of RBI, the credit limit under KCC is decided as per following method:

The amount of credit limit provided is as per Scale of finance for the crop (as decided by District Level Technical Committee) x Extent of area cultivated + 10% of limit towards post-harvest/household/ consumption requirements + 20% of limit towards repairs and maintenance expenses of farm assets + crop insurance and/or accident insurance including Personal Accidental Insurance Scheme (PAIS), health insurance & asset insurance.

For second & subsequent years the calculation is as follows:- First year limit for crop cultivation purpose arrived at as above plus 10% of the limit towards cost escalation / increase in scale of finance for every successive year (2nd, 3rd, 4th and 5th year) and estimated term loan component for the tenure of Kisan Credit Card, i.e., five years. Hence, the maximum limit for KCC loan is not fixed.

(d): Total number of live & operative cards (till date) in Punjab are 11,09,686. The total number of pending applications for KCC as on 08.01.2021 is 4,222.

(e): Yes. The details of state-wise number of projects sanctioned and loan amount sanctioned by NABARD and Commercial banks respectively, are given at Annexure-III.
