(a) to (d) The Ken-Betwa Link Project (KBLP) is in two phases, namely, Phase-I and Phase-II. The Ken-Betwa Link Project (KBLP) Phase-I was considered by Investment Clearance Committee of MoWR, RD & GR in its 5th meeting held on 10.02.2017 and recommended the Investment Clearance at an estimated cost of Rs. 18057.08 crore at price level 2015-16.
The Committee further suggested funding mechanism for KBLP Phase-I in the pattern of 90:10 or 100:0 Centre:State share. Accordingly, Cabinet Note for funding mechanism in the pattern of 90:10 Centre:State share for KBLP has been approved by Hon’ble Minister (WR, RD & GR) and has been circulated for inter-Ministerial consultation on 21.02.2017.
The Standing Committee for National Board for Wildlife (NBWL) in its meeting held on 23.08.2016 has recommended the KBLP Phase-I for wildlife clearance. The Expert Appraisal Committee of MoEF & CC considered the project in its meeting held on 30.12.2016 and recommended the project for grant of environmental clearance with certain conditions. Forest Land Diversion clearance from MoEF & CC is in advance stage.
Ministry of Tribal Affairs (MoTA) has accorded the tribal clearances vide letter dated 04.01.2017.
The KBLP Phase-I will provide irrigation to an area of 6,35,661 hectares (ha) annually (3,69,881 ha in MP and 2,65,780 ha in UP) in the Chhattarpur, Tikamgarh and Panna districts of Madhya Pradesh and Mahoba, Banda and Jhansi districts of Uttar Pradesh in Bundelkhand Region. The project will provide water for enroute drinking water supply to population of 13.42 lakh of UP & MP. The project will also generate 78 MW of power.
In addition, KBLP Phase-II will further add about 1 lakh ha. irrigation in Shivpuri, Raisen, Vidisha, Sagar and Ashoknagar districts of Madhya Pradesh and provide drinking water to 1.65 Lakh people (6 MCM) in Shivpuri district of Madhya Pradesh, 56 MCM in Lalitpur district of Uttar Pradesh. Thus, total irrigation benefit from the Ken-Betwa link Project will be about 7.35 lakh ha and 111 MCM for drinking water. The project will be a boon to drought prone and water starved Bundelkhand region.
e) Under the National Perspective Plan (NPP) for water resources development through inter basin transfer of water prepared by this Ministry, NWDA has identified 30 links (16 under Peninsular Component & 14 under Himalayan Component) for preparation of Feasibility Reports (FRs). After survey and investigations FRs of 14 links under Peninsular Component and 2 links in the Himalayan component have been prepared. Present status, States concerned and States benefited of Inter Basin Water Transfer Links are given in Annex-I. As construction of none of the projects of interlinking including Maharashtra is under progress or completed, no financial approval has been pending on the project implementation.
(f) No madam. There is no proposal to increase the share of Central Assistance under AIBP.
