Question : Appointment of IAS Officers in PSUs

(a) the names of the Public Sector Undertakings (PSUs) in which IAS and IPS officers are posted as CMD and at other senior positions;

(b) the performance of the said PSUs in comparison to other PSUs; and

(c) the reaction of the Government thereto?

(a): As per available information, presently, officers belonging to Indian Administrative Service (IAS) and Indian Police Service (IPS) have been posted on deputation basis on Board level positions in five Central Public Sector Enterprises (CPSEs), namely, (i) Air India Limited (AIL), (ii) National Scheduled Tribes Finance and Development Corporation (NSTFDC), (iii) India Tourism Development Corporation Limited (ITDC), (iv) National Highways & Infrastructure Development Corporation Limited (NHIDCL) and (v) National Highways Connectivity Company Limited (NHCCL).
(b) and (c): The performance of the above mentioned five CPSEs for the year 2013-14 is as under:

The performance of CPSEs is not merely linked to the persons posted at senior positions in the CPSEs. There are many other important factors, which decide their performance, such as the nature of their business environment, changes in the global/national/sectoral competitive scenario, effect of business cycles on the sector concerned, level of technology, marketing efforts, manpower strength, company’s strategic vision and its implementation, etc. Further, there are wide variations among CPSEs in terms of their nature of operations, sector/cognate group to which they belong, size of operations, schedule, Maharatna/ Navratna/Miniratna status, etc., thus making it difficult to make any meaningful comparison between CPSEs where IAS and IPS officers are posted vis-à-vis other CPSEs.
