Question : MEDICAL INFRASTRUCTURE IN NEWLY CARVED STATES



(a) whether the Government have drawn up comprehensive plan for development of required medical infrastructure to meet me medical needs of hilly people of Uttaranchal, Jharkhand and Chhattisgarh as reported in the Times of India dated March 12, 2001;

(b) if so, the facts of the matter reported therein; and

(c) the time by which adequate medical facilities would be available in these States?

(a) to (c): The primary health care institutions/infrastructure available in the states of Uttaranchal, Jharkhand and Chhattisgarh is indicated at Annexure. The Government is aware of certain gaps in primary health care infrastructure in these states. There are about 8% vacant posts of ANM at Sub-centres and 26% vacant post of doctors at Primary Health Centres in the State of Uttaranchal (Data available for 10 districts) Government have proposed to bring about improvement in the primary health care system in these states in the following ways:-

ú Strengthening supply of drugs & equipments.
ú Contractual appointment of essential staff.
ú Strengthening of Essential Obstetric care.
ú Strengthening of emergency Obstetric care
ú Strengthening 24 hour delivery services at PHCs/CHCs
ú Referral transport to indigent families through panchayats
ú Training of traditional birth attendants
ú Outreach services for immunization
ú Holding RCH Camps in the districts
ú Major & Minor Civil work for strengthening infrastructure.



Under Prime Minister`s Gramodaya Yojana launched during the current financial year, the provision has been made as Additional Central Assistance for strengthening the Primary Health Care facilities.

A number of externally aided area projects have succeeded` in strengthening the primary health care infrastructure through construction activities and training/upgradation skills of medical/paramedical personnel:

The secondary level health care facilities like district hospital. Sub- district hospitals & Community Health Centres are upgraded and modernized to provide first referral care for patients from the primary health care system through State Health Systems Project.
