Question : MODERNIZATION OF POLICE STATIONS UNDER CCTNS



(a) whether the Government has any proposal to transfer the Centrally Sponsored Scheme Crime and Criminal Tracking Network and Systems (CCTNSs) to the States from April, 2015 and if so, the details thereof and reasons therefor;

(b) whether there is any proposal to modernise Police Stations and other offices under CCTNS scheme in the country and if so, the details in this regard;

(c) the details of works undertaken and completed in various Police Stations and offices in this regard so far, State-wise including in Odisha;

(d) the details of the funds allocated, released and expenditure incurred on setting up of CCTNS State-wise including Odisha; and

(e) the time by which the project is likely to be completed in various States including in Odisha?

(a) to (e) With effect from 1st April 2015, the State Governments are expected to implement CCTNS scheme from their own resources and no funds have been allocated to MHA under CCTNS project for project implementation in the States. CCTNS is a Mission Mode Scheme approved by the Cabinet Committee on Economic Affairs (CCEA) on 19th June 2009 with a provision of Rs 2000 Crores as a 100 % Centrally Sponsored Scheme to be implemented during the remaining part of the 11th five year plan period (2009-2012), which was extended by CCEA by another three years, that is, up-to 31st March 2015.

As part of the project, Rs. 812.38 crores have been released to the States/UTs, out of which Utilization Certificates of Rs. 541.51 crores have been received from States/UTs.

State wise details of the work done and fund released under CCTNS are enclosed at Annexure I & II respectively.
