(a) to (c): No, Madam. Panchayati Raj Elections were held in 2011 in the State of Jammu & Kashmir. There are 29,350 Panchs and 4,077 Sarpanches in both Jammu and Kashmir regions. Capacity building trainings are provided to the elected representatives and functionaries of PRIs. Orders have been issued during 2011 for devolution of powers from 14 Departments to PRIs for administration of various activities inter- alia include preparation and implementation of various developmental plans for employment and poverty reductions programmes, maintenance and supervision of primary schools, medical sub-centers, anganwadi centers, sheep’s and veterinary extension centers etc. Regular reviews at Districts level are conducted under the chairmanship of Additional District Development Commissioners who are designated as Nodal officers by the Govt. in order to review devolution of powers to PRIs.
