(a) whether the Union Government has received any proposals from the Government of West
Bengal for the welfare of minorities in the State during the last three years and the
current year;
(b) if so, the details thereof and the action taken by the Union Government thereon;
(c) the details of pending proposals along with the reasons for their pendency; and
(d) the time by which the pending proposals are likely to be cleared by the Union Government?

(a) to (d): Yes, Madam. Under Multi-sectoral Development Programme (MsDP), the State
Governments are allocated funds for its implementation. The plan proposals from State
Government are received accordingly and all the plan proposals from State Government with
adequate information and clarification have been approved by the Empowered Committee in the
Ministry in its various meetings held till 12.02.2014. During 11th Five Year Plan, against
total allocation of Rs.686.10 to the State of West Bengal, plan proposals for Rs. 685.79
crore were approved and Rs. 611.39 crore was released. During financial year 2012-13, plan
proposals for Rs. 335.43 crore were approved and Rs. 200.55 crore was released and for 2013-14,
plan proposals for Rs. 576.51 crore have been approved and Rs. 329.10 crore has been released.
Under scholarship schemes, on the basis of proposals received, number of Scholarships sanctioned
for students belonging to minority communities and funds released to the State of West Bengal
during the last three years and current year are as under:-
