(a) whether the Election Commission of India issued any orders or instructions direct to the Oil Selection Boards or through the Ministry of Petroleum and Natural Gas to stop the continuing process of selections of dealers or distributors of petroleum products agencies during the period of 20th March, 1996 till the date the election were over for the reasons of the application of the Model Code of Conduct;
(b) if so, the details thereof; and
(c) the reaction of the Government thereto?
