Question : NON COMPLETION OF ROADS



(a) whether several road construction companies have been deputed to ensure implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) in the country including Bihar and Jharkhand;

(b) if so, whether works under the PMGSY is lying pending is some States particularly Bihar and Jharkhand till date by the Union Government due to increase in prices of construction materials;

(c) if so, the details thereof ; and

(d) the steps taken/proposed to be taken by the Government in this regard?

(a) Yes, Sir. Central Agencies have been engaged for implementation of road projects under Pradhan Mantri Gram Sadak Yojana (PMGSY) in Bihar, Jharkhand and Tripura.

(b) to (d) The Detailed Project Reports (DPRs) for the road works under PMGSY are prepared on the basis of prevailing Annual State Schedule of Rates and it is expected that on an average the tendered value would approximate the estimated value. The contracts for construction of rural roads under PMGSY are, therefore, fixed price contracts. In case the value of tenders received is above the estimate that has been cleared by the Ministry, the difference (tender premium) pooled for the entire State for the works in a phase/batch is to be borne by the State Government. Also, all costs due to time overrun, arbitration or judicial award shall be borne by the State Government.
