Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the names of ongoing schemes for welfare of senior citizens in the country;
(b) the details of the programmes conducted under the said schemes in Parliamentary Constituencies of Amravati (Maharashtra), Singhbhum (Jharkhand), Supaul (Bihar), Madhya Pradesh and Jammu and Kashmir along with the number of people benefitted from these schemes, year-wise and scheme-wise;
(c) the number of people belonging to Scheduled Castes, Other Backward Classes, Economically Backward Class, De-Notified Tribes (DNT), sanitation workers who have been registered on Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) portal, Statewise;
(d) the list of facilities made available to the people registering on the PM-DAKSH portal;
(e) the number of graduates benefited from various skill training programmes in the country, State-wise including Maharashtra, Madhya Pradesh, Jharkhand, Bihar and Jammu and Kashmir, district-wise and categorywise; and
(f) the number of people who got permanent placement after evaluation in the country, State-wise including Maharashtra, Jharkhand and Bihar districtwise?

(a): The Government implements various welfare schemes for elderly people to provide them services such as food, shelter, health care, financial security, respite care, etc. The names of schemes/ programmes for welfare and upliftment of the elderly are given below:-
Scheme/Programmes for Senior Citizens:

Atal Vayo Abhyudaya Yojana (AVYAY): AVYAY is an umbrella scheme, effective since 1st April 2021, has following schemes under it, namely:
o Scheme of Integrated Programme for Senior Citizens (IPSrC)
o State Action Plan for Senior Citizens (SAPSrC)
o Rashtriya Vayoshri Yojana (RVY)
o Promoting silver economy
o Channelizing CSR funds for Elderly care
o Scheme for Awareness Generation and Capacity Building for welfare of Senior Citizens
o Livelihood and Skilling Initiatives for Senior Citizens- A new scheme with following two components:-
i. Senior Able Citizens for Re-Employment in Dignity (SACRED)
ii. Action Groups Aimed at Social Reconstruction (AGRASR Groups)
(b): Details of the programmes conducted under the said schemes in Parliamentary Constituencies of Amravati (Maharashtra), Singhbhum (Jharkhand), Supaul (Bihar), Madhya Pradesh and Jammu and Kashmir along with the number of people benefitted from these schemes, year-wise and scheme-wise are placed at Annexure-I.
(c): Ministry of Social Justice and Empowerment is implementing Pradhan Mantri-Dakshta Aur Kushalta Sampann Hitgrahi Yojana (PM-DAKSH) across the country from 2020-21 through 3 Corporations viz. National Scheduled Castes Finance and Development Corporation (NSFDC) for Scheduled Caste beneficiaries, National Backward Classes Finance & Development Corporation (NBCFDC) for Other Backward Classes/Economically Backward Classes/De-notified Tribes beneficiaries and National Safai Karamcharis Finance & Development Corporation (NSKFDC) for Safai Karamcharis including Waste Pickers. The status of State-wise registration of candidates in PM-DAKSH portal during 2021-22 by the Corporations for their respective target groups are given at Annexure-II.
(d): Post registration on the PM-DAKSH portal the beneficiaries are eligible for the following facilities:
i. Eligible beneficiaries are included in the batch for providing free of cost Skill Development Training.
ii. Stipend is provided to the eligible candidates based on their attendance through DBT.
iii. After successful completion and assessment, the candidates are provided course completion certificates of respective training programmes.
iv. After certification, the candidates are provided opportunities for job/self employment by the training institutes.
(e): The details of graduates benefited from various skill training programmes in the country, State-wise including Maharashtra, Madhya Pradesh, Jharkhand, Bihar and Jammu and Kashmir are given at Annexure-III.
(f): The State-wise details of number of candidates trained, training completed (after assessment and certification) and thereafter placements made by the Corporations for their respective target groups including the States of Bihar, Jharkhand and Maharashtra during 2021-22 are given in Annexure-IV.

2. Elder Line:

Ministry of Social Justice and Empowerment has set up the National Helpline for Senior Citizens (NHSC)- Elder Line 14567 in collaboration with National Institute of Social Defence (NISD) and State/ UT Governments with various selected Implementation Agencies. Elder Line is a toll free number open from 8:00 AM to 8:00 PM to provide free information, guidance, emotional support, field intervention in cases of abuse & rescues in order to improve the quality of life of senior citizens.

Elder Line is implemented in 26 States at present including Maharashtra, Jharkhand, Bihar, Madhya Pradesh and Jammu and Kashmir.
