Question : Punishment for Throwing Waste on Tracks

(a) whether the National Green Tribunal has directed the Railways to ‘strictly’ impose a fine on those throwing waste on rail tracks and act against them effectively;

(b) if so, whether the tribunal has also directed the Railways to produce a list of frequent offenders who have been fined;

(c) if so, the details thereof and the number of offenders who have been fined, till date; and

(d) the other steps taken/being taken by the Government to create hygienic environment in railway and around stations and platforms in the country?

(a) & (b) Yes, Madam.
(c) 1099 legal notices for levying compensations have been served to offenders in Delhi area under ‘Polluter Pays Principle’ and an amount of ` 41800/- have been realised from the said offenders as a part of the directions of Hon’ble NGT.
(d) Regular drives are organised to improve cleanliness at Railway premises including Railway stations, trains and tracks. Weekly special intensive cleaning drives at Railway stations in rotation are being undertaken by Zonal Railways. Periodical Campaigns are undertaken at all important stations by Zonal Railways to create awareness among passengers on cleanliness.
