Question : Complaints raised by Central Trade Unions

(a)whether it is true that there are complaints made by Central Trade Unions on rules framed under the 4 Labour Codes?
(b)if so, the details thereof;
(c)whether the Government has taken any steps to undertake remedial measures on the complaints raised by the Central Trade Unions; and
(d)if so, the details thereof?

(a) to (d): The Government has pre-published the 4 Rules, namely, the Code on Wages (Central) Rules, 2020, the Industrial Relation (Central) Rules, 2020, the Code on Social Security (Central) Rules, 2020 and the Occupational Safety, Health and Working Conditions (Central) Rules, 2020 for seeking stakeholders comments including general public. Tripartite meetings inviting representatives of all Central Trade Unions and Employers Associations were also convened through Video Conferencing to discuss these draft Rules on 24th December, 2020 and 12th January, 2021.

Joint representations were received from 10 Trade Unions, requesting for holding the physical meetings to discuss the draft Rules. Accordingly, third tripartite meeting was held on 20th January, 2021 in physical mode. Suggestions received during such tripartite meetings are considered while finalizing the rules.
