Question : SVEP Beneficiaries

(a) the details regarding Start-up Village Entrepreneurship Programme (SVEP) along with the details of beneficiaries/villages benefitted under the programme, State-wise;

(b) the steps taken by the Government to combat the setbacks to this programme due to COVID-19 situation;

(c) the revenue generated under the said programme during the last financial year, State-wise;

(d) whether the Government has any data with regard to the work done by the Self Help Groups (SHGs) during COVID-19 pandemic and if so, the details thereof, State-wise?

(a) Start-up Village Entrepreneurship Programme (SVEP) is a sub-scheme under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). Its objective is to help the rural poor to set-up enterprises at the village level in non-agricultural sectors. The beneficiary of the project must be from the SHG eco -system of NRLM. The operational unit of the project is block. The beneficiaries of the project may be individual or group. Besides helping the rural entrepreneurs to access finance, a cadre of Community Resource Persons- Enterprise Promotion (CRP-EP) is also promoted to provide business support services to enterprises.

SVEP proposals have been approved in 153 blocks in 135 districts across 23 States. The DPR has been approved for 137 blocks and the total number of enterprises approved as per DPR is 2.14 Lakh enterprises. As on 31st July, 2020, a total of 101,792 enterprises have been set up. Out of this 100,708 enterprise are for individual and 1,084 are for group. The State/UT wise details are given in Annexure - I.




(b) MoRD had issued various advisories to State Governments to support existing SVEP entrepreneurs during April and May 2020. It included following steps to support the enterprises:

a. Moratorium on interest payment for existing SVEP loans as per RBI guidelines.

b. Provision of additional loans to existing SVEP entrepreneurs for supporting business including the working capital requirements.

c. Business support services through Community Resource Persons-Enterprise Promotion (CRP-EP) for preparing revised business plans to changing market conditions.

d. Support for listing various SHG products on Government-E-marketplace (GeM)

(c) SVEP entrepreneurs are supported through the loans and other business support services. The programme tracks the repayment of the loans provided under the programme. The revenue generated by the individual entrepreneurs is not tracked under the programme.

(d) SHG members were involved in the production of masks, protective gear, Sanitiser and hand wash during the COVID-19 pandemic. As per the information shared by State /UTs, as on 31stAugust, 23.03 crore masks, 35.62 lakhs protective gear, 4.79 lakh liters Sanitiser and 1.02 lakh liters of hand-wash have been produced by SHG members. The State/UTs wise details are given in Annexure – II.
Around 7,872 SHG women working as Business Correspondents Agents of Banks and other service providers from 15 States supported by this Ministry continued providing basic banking services to rural community despite restrictions imposed during lock-down. As per information shared by the States, they have done 101.01 lakh transactions for Rs. 2,329 Crore in rural area of the country during 25/3/2020 to 31/8/2020. The State wise details of transactions are given in Annexure – III.
