(a) the quantum of open and covered grains stocks including wheat stocks stored and plinth facilities provided in the country during the years 2020-21 and 2021-22 as well as the current year, year-wise, State-wise and grain-wise;

(b) the quantum of wheat rotten due to poor or improper storage facilities in the country in the years 2020-21 and 2021-22 till date, State-wise, particularly in Maharashtra; and

(c) the details of storage and cold storage facilities augmented from the year 2021-22 to July 1, 2022, State-wise?

(a): The quantity of wheat stocks stored by Food Corporation of India (FCI) in Covered and Plinth (CAP) as on 01.06.2021 and 01.06.2022 are as under:

Further, the total stocks of foodgrains including, covered & CAP storage as on 01.06.2021 & 01.06.2022 are at Annexure-I and Annexure-II respectively.
State-wise details of CAP facilities of FCI in the country during the year 2020-21, 2021-22 and current year are at Annexure-III, Annexure-IV and Annexure-V respectively. Further, FCI has been mandated to phase out CAP system of storage of food grains.

(b): No food grains got damaged in FCI due to improper storage facilities.
Further, it is also to inform that FCI is storing & handling large quantities of food grains over longer period for distribution under various welfare schemes of Government. It also maintains buffer & strategic reserve for the country to ensure food security. FCI takes precautionary measures and follows scientific code of practices through a team of technical officials/officers to prevent the wastage of food grains during storage.
Negligible quantity of food grains becomes non-issuable mainly due to flood, cyclone and rain.
The commodity-wise accrual of non-issuable food grains in FCI from 2020-21 to 2021-22 including Maharashtra is at Annexure VI.

(c): FCI is not dealing with Cold Storage. FCI stores Wheat, Rice mainly which do not require temperature controlled warehouses.
FCI augment storage capacity to safely store procured food grains for PDS operations & to maintain buffer stock.
FCI continuously assesses and monitors the storage capacity and based on the storage gap assessment, storage capacities are created/ hired through flowing schemes:-
1. Private Entrepreneurs Guarantee (PEG) Scheme
2. Central Sector Scheme (CSS)
3. Construction of Silo’s under PPP mode
4. Hiring of godown from Central Warehousing Corporation (CWC)/ State Warehousing Corporations (SWCs)/State Agencies
5. Private Warehousing Scheme (PWS)
State-wise details of Godowns augmented by FCI during Year 2021-22 to 01 July, 2022 are at Annexure-VII.
Further, the state-wise details of cold storage facilities sanctioned under Mission for Integrated Development of Horticulture (MIDH) Scheme of Department of Agriculture & Farmers Welfare during the period 2021-22 to July 1, 2022 are at Annexure-VIII.
