Question : Training Programme for Regularisation of Teachers

(a) whether the National Council for Teacher Education has notified any special
programme in Elementary Education as a pre-requisite for the regularisation of service of
primary school teachers appointed during a specific period and if so, the details thereof and
the reasons therefor;
(b) the institutes/organisations that offer the said special programme and the time limit, if
any, prescribed for the teachers for its completion;
(c) whether there has been any delay in the approval for the syllabus for the said
programme and if so, the reasons therefor; and
(d) whether the Government proposes/ has decided to allow an extension in the
prescribed time limit for completing the said special programme owing to the said delay and
if so, the details thereof including the proposed duration of the extension?

SHRI VIRENDER KASHYAP REGARDING TRAINING PROGRAMME FOR
REGULARISATION OF TEACHERS

(a): Under Section 23(1) of the Right of Children to Free and Compulsory Education
(RTE) Act, 2009, National Council for Teacher Education (NCTE) has been notified by the
Central Government as the Academic Authority to lay down the minimum qualifications
required for a person to be appointed as a teacher in elementary schools. Accordingly, NCTE
vide its notification dated 23.08.2010 (as amended from time to time) has prescribed the
minimum qualifications for a person to be eligible for appointment as a teacher for classes I
to V, with effect from the date of the notification which includes a 2 year Diploma in
Elementary Education (D.El.Ed.) or a 4 year Bachelor of Elementary Education (B.El.Ed.)
and passing of Teacher Eligibility Test (TET).
(b) & (c): The proviso to Section 23(2) of the RTE Act provides for the deadline of five
year period i.e. till 31st March, 2015 for acquiring minimum qualifications for a teacher who,
at the commencement of the Act, did not possess minimum qualifications as laid down under
Section 23(1). To ensure compliance of the said provision under the RTE Act, 2009, certain
State Governments, from time to time have submitted their proposals for training of untrained
in-service teachers appointed by them so as to acquire the prescribed qualifications through
teacher education programmes like D.El.Ed / B.Ed in the Open & Distance Learning (ODL)
mode which have been approved by NCTE from time to time. The respective State
Governments have been organizing these trainings in suitable teacher education institutions
as identified by them as per the syllabus approved by them.
(d): Some States have requested the Ministry of Human Resource Development for
extension of the time period for training of untrained teachers beyond 31st March, 2015. This
matter is under consideration.
