Question : ASSISTANCE TO NGOS



(a) the details of funds provided along with the utilization reported by the Non- Governmental Organizations (NGOs) for implementing various health schemes/ programmes in the country during the last three years, NGO and State UT-wise including Maharashtra, Jharkhand and Odisha;

(b) whether utilization certificates have been received from NGOs, if not, the reasons therefor;

(c) whether Government has reviewed the functioning of these NGOs; and

(d) if so, the details thereof along with shortcomings noticed therein along with corrective steps taken/ proposed to be taken by the Government in this regard?

(a) The details of the funds provided to the Non- Governmental Organizations (NGOs) by the Ministry of Health & Family Welfare, Government of India, for implementing various health schemes/programmes in the country during each of the last three years is at Annexure - I.

(b): The status regarding receipt of Utilization Certificates is at Annexure-II.

(c) & (d): The Government has reviewed the functioning of NGO Schemes/NGOs:

1. It was felt that it was relatively difficult to monitor the performance of NGOs from the Central level. Further, the State Government did not always own up the programmes that were implemented by the NGOs through Central funding. Therefore, under the National Health Mission(NHM), the NGO guidelines have been revised and with effect from 01.04.2014 the Central Government is not directly providing support to any NGO. The Grant-in-Aid to Regional Resource Centers (RRCs) has been discontinued from 2014-15. The Central Government will support the NGOs only as per the proposals of States through their Prog- ramme Implementation Plans(PIPs).

Similarly, the Pre Conception -Pre-natal Diagnostic Techniques (PC-PNDT) NGO Scheme, was discontinued at Central Level with effect from Financial Year 2013-14.

2. Under Revised National Tuberculosis Control Programme

(RNTCP), the implementation of the project is regularly reviewed through internal evaluations, National Review Meetings and also through review of quarterly reports submitted by the NGOs. While reviewing both the partner NGOs, it was observed that there were no major short- comings; however, it was felt that the outcome indica- tors, which may be objectively verified, be included as part of their Memorandum of Understanding(MoU), and thus, notification of TB cases facilitated by these NGOs, was added as an outcome indicator.

3. National AIDS Control Organization (NACO) has designed a system to review the functioning of the NGOs through a third party evaluation. The tool for evaluation is desi- gned by NACO and consists of evaluation of 1) Organisa- tional Capacity, 2) Finance 3) Programme Delivery. The evaluation is carried out once in 2 years by the respe- ctive State AIDS Control Societies (SACS). The respective SACS review the evaluation results and take corrective steps based on the findings of the evaluation. The state wise results of the evaluation are in Annexure-“A”.
