Question : Hathkargha Samvardhan Sahayata Yojana


(a) whether the Government had launched Hathkargha Samvardhan Sahayata (HSS) Yojana for handloom weavers and if so, the details along with the aims and objectives thereof;

(b) the ratio of sharing of financial assistance between the Government and beneficiary;

(c) the total financial assistance provided by the Government under the HSS Yojana till date, State/UT-wise;

(d) the number of handloom weavers benefited from the HSS till date, State/UT-wise; and

(e) the monitoring mechanism developed by the Government in this regard?

(a): The Government of India, Ministry of Textiles introduced technology up-gradation under National Handloom Development Programme (NHDP) and Comprehensive Handloom Cluster Development Scheme (CHCDS) in 2015-16, which was given specific name of “Hathkargha Samvardhan Sahayata (HSS) Yojana” in 2016-17, for providing upgraded looms/accessories to handloom weavers to improve quality of fabric and enhance productivity.

(b): Under the Yojana, the Government of India bears 90% of the cost of looms/accessories & remaining 10% is borne by the beneficiary.

(c) & (d): A statement showing State-wise total financial assistance provided and the number of handloom weavers benefited till date is at Annexure-I.

(e): The scheme is monitored at different levels by Government of India and State Government.
