(a): To achieve the objective of “Housing for All” by 2022, the Government is implementing Pradhan Mantri Awaas Yojana scheme in urban and rural areas. In respect of rural areas, the erstwhile rural housing scheme Indira Awaas Yojana (IAY) has been restructured to Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) w.e.f 1st April, 2016. Under PMAY-G, the target is for providing 2.95 crore houses to eligible rural households including fishermen households by March, 2022. The main features of the scheme of PMAY-G are as below:
i. Unit assistance of Rs. 1.20 lakh in plains and Rs.1.30 lakh in hilly states, difficult areas and IAP districts.
ii. In addition, the beneficiary will get Rs.12,000/- as assistance for construction of toilets under Swachh Bharat Mission (G), MGNREGA or any other dedicated financing source and support of 90 person days in plain areas and 95 person days in hilly states, difficult areas and IAP districts under MGNREGS through convergence.
The Government of India through Ministry of Housing and Urban Affairs has launched the Pradhan Mantri Awas Yojana (Urban) {PMAY(U)} Mission on 25th June, 2015 to provide all weather pucca houses to all eligible urban houseless households by 2022 through all States/Union Territories (UTs) by assisting them financially and technically. The Mission is being implemented in 4,427 cities/towns through four verticals as follows:
(i) “In-situ” Slum Redevelopment using land as resource (ISSR)
(ii) Credit Linked Subsidy Scheme (CLSS)
(iii) Affordable Housing in Partnership (AHP)
(iv) Beneficiary-led individual house construction or enhancement (BLC)
The PMAY(U) Mission seeks to address the housing requirement of all eligible houseless households, including fisherman, in urban areas. Under PMAY(U), beneficiaries of Economically Weaker Section (EWS) i.e. having annual household income upto Rs. 3.0 lakh are eligible under ISSR, AHP and BLC verticals. However, under CLSS apart from beneficiaries of EWS, Low Income Group (LIG) i.e. with annual household income between Rs. 3,00,001/- upto 6,00,000/-, Middle Income Group-I (MIG-I) having an annual income between Rs.6,00,001/- upto Rs.12,00,000/-, MIG-II having an annual income between Rs.12,00,01/- upto Rs.18,00,000/- can avail an interest subsidy subject to them being eligible under the scheme guidelines.
Under PMAY (U), subject to beneficiaries being from EWS/LIG segments, preference is given to Manual Scavengers, Women (with overriding preference to widows), persons belonging to Scheduled Castes/Scheduled Tribes/Other Backward Classes, Minorities, Persons with disabilities and Transgender.
(b) & (c): The Ministry of Rural Development, inter alia, is implementing Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyay – Gramin Kaushalya Yojana (DDU-GKY) & Rural Self Employment and Training Institutes (RSETI), Pradhan Mantri Gram Sadak Yojana (PMGSY), Shyama Prasad Mukherjee National RuRBAN Mission and National Social Assistance Programme (NSAP) to bring about overall improvement in the quality of life of the people in rural areas through providing assistance for construction of pucca houses, employment generation, strengthening of livelihood opportunities, promoting self-employment, skilling of rural youths, provision of social assistance and other basic amenities. State/ UT- wise funds released under various rural development programmes of the Ministry are given as Annexure.
