Question : New Petrol Pumps

(a) whether the number of functional petrol pumps in urban areas is far ahead of those in rural areas and if so, the details thereof, OMC-wise;
(b) whether the Government proposes to open new petrol pumps in the rural and urban areas of the country in proportion to the population and if so, the details thereof, State/UT/ OMC-wise;
(c) the number of cases for opening of new petrol pumps considered / scrutinized and interviewed and draws held during the last three years and the current year; and
(d) whether there has been considerable delay in opening retail outlets and if so, the details thereof along with the reasons for delay in opening up of such petrol pumps in the country, State /UT/OMC-wise?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 262 ASKED BY SHRI SUBHASH PATEL FOR ANSWER ON 05.12.2016 REGARDING NEW PETROL PUMPS.


(a) : Yes. State/UT-wise number of existing Urban and Rural Retail Outlets (ROs) of Public Sector Oil Marketing Companies (OMCs) throughout the country as on 01.10.2016 are given in Annexure-I.

(b) : Expansion of Retail Outlet sales network by OMCs throughout the country is a continuous process to ensure adequate availability of motoring fuels like petrol and diesel in upcoming urban as well as in the rural areas. Retail Outlets are set up by OMCs at identified locations based on field survey and feasibility studies. Locations found to be having sufficient potential and which are economically viable are rostered in the Marketing Plans for setting up retail outlets.

The State/UT-wise number of retail outlets allotted to the Rural / Urban areas by OMCs which are pending for commissioning as on 01.10.2016 are given in Anneuxre-II.

(c) : The State/UT-wise number of retail outlet dealership locations advertised by OMCs during the last three years and current year, the response received, scrutinized, the numbers of selections done and the locations commissioned out of these are given in Anneuxre-III.

(d) : Allotment / setting up of Retail Outlet dealerships involves various steps like advertisement, interviews / selection of dealers, field verification of credentials, issue of LOI, procurement of land, obtaining necessary Statutory approvals, construction etc. All efforts are made to expedite the process of dealer selection. However, sometimes, there are delays due to complaint and reference, court cases, applications getting rejected during scrutiny, rejection of candidate during Field Verification of Credentials (FVC) etc. Once the candidate gets rejected during FVC, then redraw has to be conducted. The process goes on till all the eligible candidates for draw are exhausted.
