Question : WATER CONSERVATION



(a) State-wise details of water availability for various purposes in comparison to its total requirement in the country;

(b) the details of funds required and earmarked for implementation of water conservation to meet the projected demand during the Tenth & Eleventh Five Year Plan;

(c) whether the Union Government has received any proposals from the various State Governments regarding water conservation and management;

(d) if so,the details thereof and the action taken in this regard, State-wise;and

(e) the funds allocated to various State Governments for this purpose during the last three years and the current year,year-wise?

(a) The National Commission on Integrated Water Resources Development (NCIWRD) has assessed the total water requirement for various purposes as 694 to 710 BCM, 784 to 843 BCM, and 973 to 1180 BCM by the years 2010, 2025 and 2050 respectively, depending on low demand and high demand scenario. The details are at Annexure-I.

(b) The total outlay for irrigation, command area development and flood control under the State and Central Plan for X Plan was about Rs. 92,143 crores and as per the information provided by the Planning Commission, the expenditure during X Plan was about Rs. 1,04,789 crores. The outlay provided in the XI Plan for these activities is Rs. 2,32,311 crores.

(c) to (e) The schemes for conservation of water resources are conceived, planned and implemented by the respective State Governments. However, Government of India provides assistance to States under various programmes namely Accelerated Irrigation Benefits Programme (AIBP), Command Area Development and Water Management (CAD&WM), Repair, Renovation and Restoration (RRR) of Water Bodies etc. for which proposals are submitted by the State Governments from time to time. The details of the fund released to States under AIBP, CAD&WM and RRR of Water Bodies are at Annexure-II to IV.
