Question : DECISION ON COTTON EXPORT



(a) whether the Government has taken a decision to export cotton from 1st October, without any registration;

(b) if so, the details thereof and the percentage of produced stock of cotton for export and domestic consumption;

(c) whether the prices of cotton and yarn have increased due to this premature announcement of the Government;

(d) if so, the steps taken/being taken to protect the interest of farms and textile industry; and

(e) the annual earnings made on account of export duty imposed on export of cotton?

(a): No, Madam. Cotton export shipments have commenced from 01-11-2010 and cotton export registration has commended with effect from 01-10-2010.

(b): Does not arise in view of (a) above.

(c): No, Madam. Cotton price rise is in accordance with market fundamentals.

(d): For cotton season 2010-11, Government has put in place a cotton security policy comprising of the following measures:

i) Registration of cotton export contracts would commence from 01-10-2010.
ii) Actual exports would commence from 01-11-2010.
iii) The exportable surplus is identified as 55 lakh bales
iv) There would be no registration after the exportable surplus is registered.

(e): Does not arise, for cotton season 2010-11, there is no export duty on cotton.
