Question : Funds for Research Operations

(a) the allocation made in the Budget for the research wing in defence organisations;
(b) the amount sanctioned for various research operations taken up by these organisations since 2019, function and year-wise;
(c) the allocation made for research in defence organisations as a percentage of the Gross Domestic Product (GDP);
(d) whether the Government proposes to promote research in weapons manufacturing, radar, communication, etc. through the defence research organisations; and
(e) if so, the details thereof and the action taken in this regard so far?

(d) & (e): The mandate and vision of DRDO include development of cutting edge technology to equip the Armed forces in domain of Missiles, Armament, Communication etc. Subsequently, production will be done by DPSUs and Defence Industry of India. The following action have been taken in this regards:-
• Make in India Initiative
• Signing of Licensing Agreement for Transfer of Technology (LAToT)
• Finalisation of Development Partner at Initial Stage of Project Sanction
• Finalisation of Production Agency/DcPP
• Recently DRDO HQ has prepared ‘Industry can Do List’ of various DRDO Products/ System which should be developed/productionised by Indian Industry
• Technology Development Fund to hand hold MSMEs to promote defence manufacturing in India
