Question : ESTABLISHMENT OF TEXTILE PARKS



(a) whether the Government has recently invited new proposals for establishment of textile parks across the country;

(b) if so the details thereof;

(c) the number of textile parks set up/proposed to be set up during the Twelfth Five Year Plan;

(d) the State-wise number of textile parks sanctioned so far and the details of the textile parks in which commercial production has been started;

(e) whether the Union Government proposed to implement the Integrated Skill Development Scheme for textile and apparel sector in various parts of the country including Guntur to get skilled workers and thereby provide employment and other opportunities; and

(f) if so, the details thereof?

(a) & (b): Yes Madam; an advertisement has been released in November 2014 inviting proposals for setting up of textile parks under Scheme for Integrated Textile Parks.

(c): The Government has allocated Rs. 1900 crores for establishment of textile parks during the 12th Five Year Plan. After taking into account the committed liability of previously sanctioned parks, about Rs. 917 crores would be available for new parks in 12th Plan. 13 new parks have been sanctioned during 2014-15 and more proposal will be considered as per guidelines/budget provisions.

(d): The state-wise sanctioned park is at Annexure-I. So far commercial production has been started in 27 parks.

(e) & (f): Yes Madam; To cater to the need for the skilled manpower of Textiles and Apparel Sector, Ministry of Textiles has launched Integrated Skilled Development Scheme (ISDS) with an allocation of Rs.1900 crore to train 15 lakh persons during 12th plan period.

Training Projects are funded across all states and UTs to the extent of 75% of the cost of the project, within an overall ceiling of Rs. 10,000/- for each trainee who successfully completes training and receives certification.

So far 3,64,362 persons have been trained under ISDS against total sanction target of 12.23 lakh persons.
