Question : Development of Infrastructure

(a) whether the Government has any ambitious programme to develop the infrastructure in the textile sector;

(b) if so, the details thereof including the financial aspect to be considered to achieve the programme;

(c) the extent to which the said programme is beneficial in terms of employment, earning foreign exchange and betterment of people engaged in this trade, if so, the details thereof;

(d) whether the Government proposes to take full care of financial aspects; and

(e) if so, whether the foreign exchange is likely to be earned by the Government after it become fully functional, if so, the details thereof?

(a) to (e ): Government has launched Scheme for Integrated Textile Parks (SITP) in 2005 to provide the Textile industry with State of the art world-class infrastructure facilities for setting up their textile units. New parks of international standards are set up under the scheme, at potential growth centres to facilitate textile units to meet international environmental and social standards.

under the Scheme, the Government of India’s (GOI) supports by way of Grant or Equity will be limited to 40% of the project cost subject to a ceiling of Rs. 40 crore for parks in the form of grant to the SPV unless specifically decided by the Project Approval committee (PAC) to be equity. However, the combined equity stake of GOI/State Government/State Industrial Development Corporation, if any, would not exceed 49%. 90% of the project cost subject to a ceiling of Rs. 40 crores is provided for first two projects in the States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim and Jammu & Kashmir.

So far, 72 textile parks has been approved by the Government and are in various stages of implementation. Once operational, it is expected that these textile parks will attract investment of Rs. 30000 crore and generate employment for 4.50 lakh persons.

In addition to the above, infrastructural interventions are also done under the Comprehensive Poweloom Megacluster Development Scheme (CPCDS), Comprehensive Handloom Megacluster Development Scheme (CHCDS) and Comprehensive Handicraft Megacluster Development Scheme (CHCDS). Budgets of Rs. 28.88 crores, Rs. 94.77 crores & Rs. 123.55 crores respectively have been provided for these schemes for the year 2015-16.
