Question : Education in Model Villages

(a) whether the Government has prepared/implemented any district level scheme for making the new model villages hundred per cent literate and if so, the details thereof;
(b) whether the Government proposes to open schools and colleges in each village for making primary to college level education available therein;
(c) if so, the details and the total amount of funds proposed to be allocated for the purpose of making education accessible in each model village;
(d) whether any assessment has been made regarding the rise in literacy rate in the country with the achievement of cent per cent literacy in the model villages, if so, the details thereof; and
(e) whether any evaluation of the percentage of literacy in the selected model villages and availability of schools/colleges for them at present has been made and if so, the details thereof?

(a) Under Saakshar Bharat, a Centrally Sponsored Scheme (CSS) for Adult Education and Skill Development, the rural areas of 410 eligible districts are being covered in 26 States and one Union Territory for achieving the targets of 80 per cent literacy and gender gap below 10 percentage points by the end of XII Five Year Plan. States/UT have been requested to accord due priority to Model Villages of Saansad Adarsh Gram Yojana (SAGY) located in the above districts.
(b) & (c) The Right of Children to Free and Compulsory Education (RTE) Act, 2009, effective from 1st April, 2010, mandates that every child of the age of six to fourteen years shall have the right to free and compulsory education in a neighbourhood school till the completion of his or her elementary education. All States/UTs are implementing the RTE Act, 2009 across the country, as per their respective notified State RTE Rules.
Sarva Shiksha Abhiyan (SSA) is a Centrally Sponsored Scheme implemented in partnership with State Governments for universalizing elementary education across the country and is operational since 2000-01. The main goals of SSA include universal access and retention, bridging of gender and social category gaps in elementary education and enhancement of learning levels of children. From the year 2010-11, the scheme is implemented in accordance with the provisions of RTE Act, 2009.
As per U-DISE, 98% habitations have access to Primary school and 92% have access to an Upper Primary school within the distance norms. Since enactment of the Act, 3,67,494 schools have been sanctioned under SSA. Enrolment in elementary schools has increased from 18.79 crore children in 2009-10 to 19.89 crore children in 2013-14. There has been a steady reduction in drop-out rate at primary level, from 6.76% in 2009-10 to 4.67 % in 2013-14. The State/UT-wise details of funds sanctioned under SSA during the last three years and the current year, are Annexed.
The Government had launched a Centrally Sponsored Scheme in 2009 aimed at creating Model Degree Colleges (MDC) in 374 identified Educationally Backward Districts (EBDs) in the country. This scheme has been subsumed in Rashtriya Uchchatar Shiksha Abhiyan (RUSA). Since the launch of the CSS of MDC in 2009, 135 MDCs in as many EBDs have been approved with a total amount of Rs.1376 crore.
(d) & (e) Census 2011 reported country’s literacy rate as 72.98 per cent as compared to 64.84 per cent in 2001 i.e. 8.14 per cent decadal increase in literacy. Census 2011 also reported village-wise literacy rates in the country.
