Question : Employment Generation under PMEGP

(a) the details of number of micro enterprises set up and the employment generated by them under the Prime Minister Employment Generation Programme (PMEGP)during the last three years, State-wise;

(b) whether the employment generation has taken a hit due to the Corona pandemic during the last two years;

(c) if so, the details thereof; and

(d) the steps taken by the Government to generate employment and finance the small enterprises?

(a): The details of the number of micro enterprises set up and the employment generated by them under the PMEGP during the last three years, State-wise, is given at Annexure.

(b) & (c): No Sir. During the financial year 2020-21, against the target of assisting 78,625 people to set up micro-units and to generate estimated employment for 6,29,000 person, Banks have sanctioned and disbursed loans to 84,793 micro units, thereby providing employment to estimated 6,78,344 persons. Further, Margin Money subsidy amounting to Rs.2188.80 crore was disbursed through Khadi and Village Industries Commission (KVIC) to Banks for 74,415 units. This is the best performance under PMEGP since its inception in 2008-09 despite Covid-19 challenges.

(d): To generate more employment opportunities in the rural and urban areas of the country, KVIC is also implementing following programme under Gramodyog Vikas Yojana:

• Honey Mission (Beekeeping Programme): To supplement the income of farmers, Adivasies and unemployed youth of the country, KVIC has launched Honey Mission during 2017 – 18, providing farmers with bee boxes, live bee hives, equipments and training. A total number of 15,445 beneficiaries have been provided with 1,53,259 of Bee-Hives(Boxes) from 2017-18 to 2020-21.
• Kumbhar Sashaktikaran Programme (Mineral Based Industry): Under the programme, for up-liftment of the rural potter’s livelihood, skill up-gradation training and new home scale energy efficient equipment like electric pottery wheels, blunger, pug mill, kiln etc. are provided for producing quality products. A total of 21030 electric pottery wheels have been distributed under this programme since 2017-18 to 2020-21.

Besides the above, Government is also implementing following schemes for providing financial assistance tomicro and small enterprises (MSEs):
i. Pradhan Mantri MUDRA Yojana (PMMY) is a scheme for providing loans upto 10 lakh to the non-corporate, non-farm small/micro enterprises. These loans are given by Commercial Banks, RRBs, Small Finance Banks, Cooperative Banks, MFIs and NBFCs. The borrower can approach any of these lending institutions or can apply online.
ii. Under Credit Guarantee Scheme for Micro and Small Enterprises, collateral free credit facility (term loan and/or working capital) is extended by lending institutions to new and existing micro and small enterprises, including retail activity. The guarantee cover provided under the scheme extends from 50% to 85% for credit up to Rs. 2 crore.
