Question : Hostels for SC Students

(a) the total number of hostels constructed for Scheduled Castes students in the country, State-wise;

(b) the number of hostels in proportion to number of students;

(c) whether these hostels lack basic facilities, if so, the details thereof and the corrective steps taken in this regard;

(d) whether the Government proposes to set up new hostels and renovate old dilapidated hostels in the country considering the rise in number of SC students; and

(e) if so, the details thereof, State-wise including Uttar Pradesh?

(a) & (b): Construction of hostels for Scheduled Caste students is undertaken under the Scheme, ‘Babu Jagjivan Ram Chhatrawas Yojna (BJRCY)’. State-wise details showing number of hostels sanctioned and constructed for SC students during the last five years is annexed.
The capacity of hostels sanctioned under the Scheme is limited to 100 students per hostel. The number of beneficiary students sanctioned is also given in the annexure.

(c) to (e): The Scheme is implemented through the State Government/UT Administrations, Central & State Universities/Institutions, NGOs and Deemed Universities in private sector and they are provided eligible central assistance for construction of hostels. Under the Scheme, central assistance is provided only for construction of fresh hostel buildings/expansion of existing hostel facilities.
Maintenance of the hostels construction under the Scheme, providing basic facilities to the students and renovation of old dilapidated hostels are the responsibility of the implementing agencies concerned including State Government of Uttar Pradesh.
However, the concerned State Governments/UT Administrations are requested from time to time to ensure providing basic minimum facilities to the residents of the hostels and inspection of hostels sanctioned under the Scheme are carried out by the Ministry.
