Question : 4G Internet Speed

(a) the rank of the country in the world in terms of 4G speed;

(b) whether the private Telecom Service Providers (TSPs) do not provide full 4G internet speed to their consumers and if so, the details thereof;

(c) whether speed of BSNL 4G services is lower than that of other TSPs and if so, the details thereof and the reasons therefor, and

(d) the details of the authority responsible for monitoring and ensuring full speed internet services to the consumers?

(a) No authentic information is available to the Government on the average 4G speeds in other countries.

(b) The speed of mobile internet is dependent on a number of factors such as distance of the user from the cell site, the number of users being served by the cell, the traffic handled by the cell, the user equipment/mobile handset etc. As such, the mobile users may experience different speeds at different locations and time of usage.

(c) BSNL has introduced 4G services in its existing network on limited scale at few places using existing spectrum at standard 4G speed and has only 6441 Base Transceiver Stations (BTS) as on 19.11.2019 for providing 4G services. 4G services shall be provided on large scale by BSNL on the basis of allotment of separate spectrum and availability of CAPEX fund.

(d) Telecom Regulatory Authority of India (TRAI) is the competent authority as per TRAI Act, 1997 to monitor Quality of Service (QoS) parameter of networks of Telecom Service Providers (TSPs) including Internet Services.
