(a): Government of India (GoI) has taken the following measures for prevention and control of Dengue and Chikungunya in the country during 2017:
• Provided Technical Guidelines on
(i) prevention and control (ii) case management and (iii) effective community participation to the States for adoption and implementation. These Guidelines are uploaded on National Vector Borne Disease Control Programme (NVBDCP) website www.nvbdcp.gov.in.
• Periodic reviews were done at the higher level and advisories were issued from time to time. During 2017 (till date), 12 review meetings, 2 video-conferences were held and 18 advisories were issued.
• States were requested to make Dengue a notifiable disease. Till date, 18 States viz. Andhra Pradesh, Chandigarh, D&N Haveli, Delhi, Goa, Himachal Pradesh, Karnataka, Kerala, Maharashtra, Manipur, Odisha, Punjab, Sikkim, Tamil Nadu, Tripura, Uttrakhand, Uttar Pradesh and West Bengal have declared dengue a notifiable disease.
• Free Diagnosis of Dengue is provided through 609 Sentinel Surveillance Hospitals (SSHs) and 16 Apex Referral laboratories (ARLs) identified across the country.
• Kit Supply: In 2017 (till Nov), GoI has supplied 7371DengueIgM kits and 2075 ChikungunyaIgMkits(1 kit =96 tests) across the country through National Institute of Virology (NIV), Pune.
• Four Regional Training Workshops on Dengue &Chikungunya case management organized at Lucknow (12-14 June), Delhi (27-28 June), Kolkata (28-29 July) & Bengaluru (7-8 Sept) 2017.
• Sensitization of Corporators of the Delhi Municipal Corporations.
• Central Teams visit to the States- Kerala (January, June & July), Karnataka (August), Gujarat (January), West Bengal (January), Puducherry (October), Tamil Nadu (October) and Andhra Pradesh (October).
• Focused IEC activities carried out for Dengue during 2017:
? ‘National Dengue Day’ observed on 16th May across the country.
? Participated in the MTNL Perfect Health Mela from 4th to 8th October, 2017 and 4th Vibrant India and Meri Dilli Utsav for generating community awareness.
? Newspaper advertisement on 16th May, 17th September, 24th September, 30th September and 8th October.
? Television and Radio:
i. IEC campaign on AIR, 233 FM channels, 96 community radio and in 68 satellite channels & Doordarshan.
ii. Officers from Ministry, DGHS & NVBDCP participated on various programmes in Lok Sabha TV and Doordarshan from time to time.
Funds are provided by Govt. of India to the States for prevention and control of vector borne diseases (including Dengue) to implement the public health activities.
(b): The outcome of the measures taken by the Government to fight dengue is as under:-
• Case detection has been improved due to better surveillance through increased number of identified Sentinel Surveillance Hospitals (SSHs) to 609 in 2017 from 110 in 2007.
• For Capacity building of the Doctors on case management, 4 trainings of the master trainers were conducted in 2017 for imparting training to the State and District level Doctors to improve case management and avert deaths.
Though the number of cases has increased, however, due to early detection of cases and better case management, the Case Fatality Rate (CFR) sustained below 1% (0.2%) in 2017.
(c): As per the information submitted by Directorate of Health Services, GNCT, Delhi, during September 2015, two deaths due to dengue were inquired in Delhi. Details are as below:
1. Abinash Raut S/o Sh. Laxmi Chandra Raut, 7 yrs, R/o Lado Sarai, New Delhi expired on 8th September, 2015 in Batra Hospital. As per the case history provided by Pt. Madan Mohan Malviya Hospital, Malviya Nagar, New Delhi, the patient was examined and treated at Bhagwati Hopsital (5thSept,2015), Akash Hospital, Malviya Nagar (7th Sept,2015), Max Hospital Saket (7thSept,2015), Saket City Hospital (7thSept,2015), Sama Hospital (7th Sept,2015), Mool chand Hospital (7th Sept, 2015) and Batra Hospital (7th Sept,2015).In this case, the cause of death was assigned as Dengue Shock Syndrome with multi organ failure.
2. Santosh Kumar S/o Upender Behra, 24 yrs, R/o H.No. 299, Samay Pur Badli, Delhi expired on 15.09.2015 in Hindu Rao Hospital. In this case, the cause of death was assigned as cerebral malaria/Algid malaria/ Plasmodium falciparum positive (complicated Malaria) with multi-organ failure.
