Question : Benefits of Reservations

(a) whether a handful of city based dalits and scheduled tribes continue to enjoy the benefits of reservation in employment and other facilities even to the extent of filling 90 per cent of reserved category seats due to which economically and socially extreme backward dalits and scheduled tribes are deprived of reservation;
(b) if so, the reaction of the Government thereto including the details of dalits and scheduled tribes yet to get the benefits of reservation; and
(c) the corrective steps taken by the Government in this regard and their outcome thereof?

(a) to (c): The economic, educational and social development schemes for Scheduled Castes and Scheduled Tribes are administered by the Ministry of Social Justice and Empowerment and Ministry of Tribal Affairs, respectively. These Schemes are implemented through State Government/ Union Territory administration and are available to all Scheduled Caste and Scheduled Tribe communities on pan India basis. There is no report with the Department of Social Justice and Empowerment which shows that there is disproportionate distribution of reservation benefits in favour of urban Scheduled Castes compared to other Scheduled Castes.

No study has been carried out to identify the beneficiaries of Scheduled Castes and Scheduled Tribes in employment in Central Government posts and services.

In so far as reservation in posts and services is concerned, reservation is provided to the candidates from Scheduled Castes and Scheduled Tribes at the rate of 15% and 7.5%, respectively, which is applicable to all communities included in the list of Scheduled Castes and Scheduled Tribes.

As per data collected online through Uniform Resource locator (URL), namely, ‘Representation of Reserved Categories in Posts and Services in Government of India’(www.rrcps.nic.in), the total number of Central Government employees belonging to Scheduled Caste(SC) and Scheduled Tribe(ST) in Group A, B and C (including Safai Karamcharis) as on 01.01.2014, 01.01.2015 and 01.01.2016 are as under;-
