Question : Allocation of Kerosene

(a) whether the Government allocates Kerosene for the use of Outboard Motor fishing boats in the country under the Public Distribution System (PDS) and if so, the allocation made during the last five years, Statewise;

(b) the details of the changes in the prices of the Kerosene supplied for fishing boats under PDS during the said period;

(c) whether the Union Government has received any representation from the State Government of Kerala for enhancing the allocation of non-subsidised Kerosene for the use of fishing boats in the State and if so, the details and current status thereof; and

(d) whether the Union Government would consider entrusting Matsyafed, the apex federation of the fishermen co-operatives under the State Government of Kerala with the wholesale distribution of Kerosene for the fishing boats in Kerala as it would help to streamline the distribution process and if not, the reasons therefor?

(a) Government makes allocation of Public Distribution System (PDS) Kerosene for cooking and lighting purpose on quarterly basis to States/UTs. Vide order dated 21st August 2012, Government has empowered States/ UTs to draw an allocation of one month’s quota of PDS Kerosene at Non- Subsidized rates during each financial year for special needs such as natural Calamities, religious functions, Fisheries, Various yatras etc. Distribution plan of Non-Subsidised PDS Kerosene is decided by the respective State/UT.

Annual allocation of Non-Subsidised PDS Kerosene is done by Petroleum Planning & Analysis Cell (PPAC) in the beginning of each financial





year. States/UTs may seek further additional allocation after exhausting available quota. Details of state-wise yearly final allocation for non-subsidised PDS SKO during the last five years is attached as Annexure.

(b) Ex-Marketing Installation price of Non Subsidized PDS SKO (for special needs including fisheries) Ex- Kochi depot (excluding taxes and incidental charges depot onwards) for last 5 year is as under :

(c) Government has received requests from Government of Kerala for additional allocation of Non Subsidized PDS Kerosene. Considering the request of Government of Kerala, in addition to already allocated quota of 3084 KL, additional allocation of Non Subsidized PDS Kerosene has been done making an overall allocation of 21888 KL non subsidized PDS SKO for year 2021-22. Further, for the year 2022-23, an allocation of 2160 KL non subsidized kerosene has been made to the state of Kerala.

(d) No Sir. As per policy, there is no provision to award direct Kerosene dealership by Oil Marketing Companies (OMCs).
