Question : Promotion of Poly-House Technology

(a) whether the Government has launched a programme to promote the use of poly-houses for production of fruits, vegetables and flowers in the country and if so, the details thereof;

(b) whether the farmers in tribal and hilly areas, especially North-Eastern region are proposed to be given special incentives for adoption of poly-house technology and if so, the details thereof; and

(c) the steps taken/proposed to be taken by the Government to market the produce of the farmers so that they are ensured of adequate prices for their produce?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 137 DUE FOR REPLY ON 8TH DECEMBER, 2015.

(a): Yes, Madam. This Ministry has been implementing a Centrally Sponsored Scheme - Mission for Integrated Development of Horticulture (MIDH) for the holistic development of horticulture in the country. Under the mission use of Polyhouses are promoted to ensure higher productivity per unit area with better quality by producing healthy nurseries, off-season cultivation of high value horticultural crops such as fruits, vegetables and flowers etc.
Under the mission two types of Polyhouses -1) Naturally Ventilated Polyhouse and 2) Polyhouse with Fan & Pad systems are promoted for an area up to 4000 sqm per beneficiary for which 50 % financial assistance is provided to the beneficiaries. Provision has been made for selecting a variety of construction material for green houses made of either GI pipe, wooden or Bamboo. The unit cost (Rs/sqm) and pattern of assistance of during XII plan for NHM sub scheme is given below:

Assistance for protected cultivation (Poly-houses) is also being provided under Rashtriya Krishi Vikas Yojana (RKVY) and National Mission for Sustainable Agriculture (NMSA).

(b): Yes, Madam. In case of North-Eastern & Hilly areas and Tribal Sub Plan (TSP) areas, an increment of 15% in cost norms over and above general areas is provided to promote poly-house technology.

(c): Scheme also envisages marketing facilities to farmers for better price realization of produce with financial assistance ranging from 35% to 55% of cost. The details are as under :

(i) Terminal Markets:- 25% to 40% of project cost in PPP mode.
(ii) Whole sale Markets:- Credit linked back-ended subsidy @ 25% of capital cost in general areas and 33% in case of Hilly and Scheduled areas.
(iii) Rural Markets and functional infrastructure:- Credit linked back-ended subsidy @ 40% of capital cost in general areas and 55% in case of Hilly and Scheduled areas.
(iv) Retail Markets/Outlets:- Credit linked back-ended subsidy @ 35% of Capital cost in general areas and 50% in case of Hilly and Scheduled areas.
(v) Static/Mobile Vending Cart:- 50% of total cost.
