Question : EDUCATION BY NGO`s



(a) whether the Government is aware that NGOs are not providing proper education to the Children;

(b) if so, whether the Government has enquired into this matter;

(c) if so, the details thereof alongwith the steps taken by the Government to provide justice to the Children; and

(d) if not, the reasons therefor?

(a) to (d): Education being a Concurrent subject, is the shared responsibility of both the Central and the State Governments. Provision of proper education to the children is the primary responsibility of the State Governments with appropriate assistance from the Central Government.

The National Policy on Education (NPE), 1986, as modified in 1992, envisages that non-government and voluntary effort including social activist groups will be encouraged, subject to proper management, and financial assistance provided. At the same time, steps will be taken to prevent the establishment of institutions set up to commercialise education. NGOs are playing a vital role in supplementing the Government’s efforts in the field of education and their role cannot be ignored or ruled out. While some of the non-government organisations are doing a good job, there are cases of the performance of some others which have not been upto the mark. Due cognizance is taken of such instances and appropriate action is taken.

In a meeting taken by the Home Minister on 17.3.2005 with the Ministers-in-charge of some Ministries/Departments dealing with the NGOs, and the Planning Commission, the functioning of the NGO Sector in the country and related issues were considered, and the following decisions were taken:

i) There is need to continue with NGOs so that they could bring different kinds of benefits to the society.

ii) Database for all the NGOs functioning in the country should be compiled.

iii) National policy for functioning of NGO sector in the country should be formulated in consultation with academicians, reputed NGOs and other stakeholders.

iv) A comprehensive law needs to be put in place to deal with functioning of NGOs and monitoring and regulating their activities.
