Question : Recall Policy for Vehicles

(a) whether the Government has conducted any study to ascertain the number of deaths in road accidents involving Light Motor Vehicles (LMVs) not meeting prescribed safety standards;
(b) if so, the details and outcome thereof;
(c) whether the Government has introduced a mandatory recall policy for vehicles which do not meet prescribed safety standards;
(d) if so, the details thereof and if not, the reasons therefor; and
(e) the number and the details of vehicles recalled by automobile manufacturers due to safety defects in the country during the last three years and in the current year?

(a) & (b) This Ministry has not conducted any specific study to ascertain the number of deaths in road accidents involving Light Motor Vehicles (LMVs) not meeting prescribed safety standards. However, as per the data received from police department of all States/UTs the number of persons killed in road accidents involving Cars, Taxis, Vans and Light Motor Vehicles (LMVs) in the country during the calendar year 2019 is enclosed at Annexure-1.

(c) to (e) Section 40 of the Motor Vehicle (Amendment) Act, 2019 provides for insertion of new Section 110A. Recall of motor vehicles. In this regard, the rules relating to mandatory recall of vehicles have been notified and shall come into force with effect from 01st day of April, 2021 along with section 110A.
