Question : Construction of Roads under PMGSY-III in Telangana

(a) whether it is true that the Government of Telangana has submitted a proposals to construct rural roads to the extent of 1,120 kms under PMGSY-III;

(b) whether any additional proposals have been received from Government of Telangana particularly for Nalgonda and Bhongir districts of Telangana, if so, the details thereof and action taken thereon till date along with projects identified;

(c) the funds sanctioned/released/spent against each project during the last five years and current year till now, district wise; and

(d) the present progress of road construction works in Telangana, district-wise and by when all the proposed roads are going to be completed?

(a) & (b) The State of Telangana has been allocated target length of 2,427.50 Km under Pradhan Mantri Gram Sadak Yojana (PMGSY)-III, out of which 1,119.94 Km was sanctioned to the State on 22nd June, 2020 based on the project proposals submitted by the State Government.

Based on the subsequent project proposals of the State Government, the State was sanctioned 1,217.05 Km on 31st March, 2021 and 58.86 Km on 11th May, 2021 under PMGSY-III. The details of projects sanctioned in Nalgonda and Yadadri Bhongiri districts under PMGSY-III are given below:-

(c) The funds for implementation of the scheme is released by the Ministry to the state as whole. Further release of funds to the programme implementation units (PIUs) at the district level is done by the respective state depending on the expenditure to be done. A sum of Rs. 789.22 crore has been released to the State since 2016-17 as central share of programme fund for implementation of various interventions/verticals of PMGSY in the State of Telangana. As reported by the State Government, an expenditure of Rs. 1,473.94 crore, including state share has been incurred in the last five years and current year towards implementation of the PMGSY in the State. Expenditure during the last five years and current year, district-wise, as reported by the State Government is given in Annexure-I. (d) As per the programme guidelines, the timeline for completion of road work is 12 working months from the date of issue of the work order. However, where a package comprises more than one road work, the total time given for completion of the package is 18 calendar months. Similarly, a time period of 21-24 months has been allowed for completion of bridge works exceeding 25-meter in length, depending on site conditions.

** Balance road length is less than the difference of sanctioned and completed length due to reduction in curve length, change in alignment, construction of part length by other agencies, etc.

All the projects under PMGSY-I are targeted for completion by September, 2022. The projects under RCPLWEA are targeted for completion by March, 2023. The implementation period of PMGSY-III is upto March, 2025.
