Question : UNFAIR PRACTICES IN MEDICAL COLLEGES



(a) the existing policy of the Government regarding management quota in Government and private medical colleges in the country;

(b) whether instances of admission of students under the management quota above the prescribed limit and demand of capitation fee have been reported from certain medical colleges in the country;

(c) if so, the details thereof along with the action taken/proposed to be taken by the Government against the erring medical colleges during each of the last three years and the current year, State/UT-wise;

(d) the other cases of irregularities and unfair practices such as fake admissions, paper leaking, impersonation and cheating in examination reported from medical colleges during the said period and the action taken by the Government thereon; and

(e) the measures being taken by the Government to update/replace the outdated syllabus of various MBBS and PG medical courses and introduce new specialised medical courses keeping in mind the changing disease profile of the country?

(a) to (c): As reported by Medical Council of India, the seat sharing in MBBS course in Government quota and management quota in private institution is framed by the concerned State Government and the private institutions make the admissions accordingly.

State wise fee and Ad-mission Regulatory Committees have been constituted by the concerned State Governments to regulate/monitor admission and fees.

As reported by MCI, if any private medical college in a given academic year for any reason grants admission in its management quota in excess of its prescribed quota, the management quota for the next academic year shall stand reduced so as to set off the effect of excess admission in the management quota in the previous academic year.

(d): Total of four (4) cases have come to the notice, out of which three (3) UG cases are from SS Medical College, Rewa, Madhya Pradesh and one (1) PG case from Nalanda Medical College, Bihar, for suspected admission on All India Quota seats on fake and forged documents. The respective colleges are taking appropriate action in the matter at their own end.

To prevent such type of fraud under All India Quota Exams, the Examining Bodies (i.e. CBSE/ NBE/AIIMS) are taking video-graphy, finger print marks of the candidates taking the exam.

(e): The Medical Council of India (MCI) is the statutory body responsible for establishing and maintaining high standards in medical education. Updating of medical syllabus is a continuous process.
