Question : Development of Smart City

(a) the details of the funds allocated and sanctioned for the development of Bhagalpur Smart city, head/work-wise;

(b) the details of the funds utilised out of the above so far for the project particularly for works related to sewerage system;

(c) the details of the proposed schemes for the development of smart city in Bhagalpur district;

(d) whether the Government proposes to formulate any new scheme in this regard and if so, the details thereof;

(e) whether there is a proposal for the construction of a ten kilometre ‘River Front Corridor’ alongside the river Ganga from Barari bridge to Champanagar in Bhagalpur under Smart City
Project and if so, the details thereof; and

(f) whether any agency has been engaged to facilitate its implementation and if so, the details thereof?

(a) to (d) Government of India launched the Smart Cities Mission (SCM) on 25 June 2015 for development of 100 cities as Smart Cities. The selection of 100 Smart Cities has been completed through 4 rounds of selection from January, 2016 to June, 2018. The city of Bhagalpur in Bihar was selected in Fast Track Roundof Smart Cities Challengein May, 2016.

As on 9 July 2021, Bhagalpur Smart City has tendered out 10 projects worth Rs.1,243.53 crore; out of which work orders have been issued in 6 projects worth Rs. 278.83 crore.

Central Government has released Rs.196 crore to Bhagalpur Smart City; out of which the Smart City has utilized Rs.31.21 crore.

As part of their Smart City Proposal (SCP), Bhagalpur Smart City is implementing various projects such as Integrated Command & Control Centre (ICCC), Rooftop Solar on Government Buildings, Smart Roads, Development of Open/recreational Spaces, Riverfront Development, Integrated Solid Waste Management, Jan Suvidha Kendra, Peripheral Development of Airport, Installation of Street Light & High-Mast Lights, etc. BhagalpurSmart City has not undertakenany Sewerage Project under SCM.

(e) & (f) No, Sir. Bhagalpur Smart City has undertaken 1.10 km length of River Front Development from BarariGhat to Sidhi Ghat and 0.30Kilometre length at Budhanath Ghat(Jogsar). The project is at tender stage.
