Question : MONITORING OF SCHEMES PROGRAMMES



(a) whether the Government has been monitoring implementation of Twenty Point Programme and Central Sector Infrastructure Projects;

(b) if so, the details in this regard;

(c) the details of targets fixed and progress made for various major programmes/projects during 2014-15;

(d) the extent of funds utilized against allocations during the above period, major projects-wise; and

(e) the steps taken by the Government to achieve the targets of major projects/ programmes and schemes?

(a): Yes, Sir.

(b) to (d): Twenty Point Programme 2006 (TPP): Comprehensive physical and financial monitoring of the schemes and programmes, which are also separately covered under the TPP, is done by the concerned Central administrative Ministries and the State Governments. Ministry of Statistics & Programme Implementation monitors only physical progress under the TPP (financial progress is not monitored). TPP consists of 20 Points and 65 Items monitored against 162 measurable Parameters on annual basis. 19 Items consisting of 37 Parameters are monitored on quarterly basis. 22 of these Parameters are monitored against set targets; 15 Parameters are monitored without targets. Details of progress made during 2014-15 upto the quarter ending 31.12.2014 are at Annexure-I.

Infrastructure Project Monitoring : Ministry of Statistics and Programme Implementation monitors on-going Central Sector Infrastructure Projects costing Rs. 150 crore and above on time and cost overruns on the basis of information provided by the project implementing agencies. Projects are monitored against the original date of completion and the original cost fixed. As on 01.12.2014, a total of 731 Projects were on the monitor of this Ministry. Sector-wise details of these Projects are at Annexure-II.

(e) Twenty Point Programme : The concerned Central administrative Ministries and State Governments, who are responsible for implementation of the schemes and programmes, take the necessary steps on a continuous basis to improve performance.

Infrastructure Project Monitoring : The major steps undertaken to ensure completion of Central Sector Infrastructure Projects without time and cost overruns include rigorous project appraisal; On-line Computerized Monitoring System (OCMS) for better monitoring; setting up of Standing Committees in the Ministries for fixation of responsibility for time and cost overruns; regular review of infrastructure projects by the concerned administrative Ministries; and setting up of Central Sector Projects Coordination Committees (CSPCCs) in the States under the Chief Secretaries for removal of bottlenecks and for facilitating the speedy implementation of major projects.
