Question : Hospital Infrastructure

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government run hospitals are well equipped with all the required infrastructure in the country, if so, the details thereof, State-wise including Jharkhand;

(b) the details of funds sanctioned, released and utilised by the States/UTs for the development of infrastructure therein during each of the last three years, State/ UT-wise;

(c) the total number of hospitals upgraded/ modernised in the country during the said period, State/UT-wise and the steps taken by the Government to further improve the functioning of these hospitals;

(d) whether the Government has taken note that private and Government sectors hospitals are unprepared to handle casualty of natural disasters, if so, the details thereof; and

(e) whether the Government proposes to issue directions to State Governments to make atleast one hospital in the district fully equipped to handle casualties of natural disasters, if so, the details thereof and the steps taken in this regard?

(a): Public Health being a State subject, the primary responsibility to ensure that the hospitals are well equipped with all the required infrastructure lies with the State Governments. Information regarding government hospitals well equipped with all the required infrastructure in States/UTs is not maintained at the Central level.

(b): The State/UT wise statement regarding the amount approved and expenditure by the State/UTs under the National Rural Health Mission (NRHM) for Infrastructure during each of the last three years is placed at Annexure I.

(c): The State/UT wise details of Renovation /Upgradation (Civil) works completed under NRHM for financial years 2013-14 to 2015-16 is placed at Annexure II A,II B and II C.




(d) & (e): Since Public health is a State subject, no such information is maintained centrally and it is the responsibility of the respective State/UT governments to make provisions in this regard.
However, on the request of State Governments, the Central Government sends teams of experts/doctors, equipment, medicines etc at the time of disaster to help the State Governments to handle the emergencies. There is no proposal under consideration of the Ministry at this stage to issue directions to State Governments to make at least one hospital in the district fully equipped to handle casualties of natural disasters.
As far as the Central Government Hospitals namely, Safdarjung Hospital, Dr Ram Manohar Lohia Hospital and Lady Hardinge Medical College and associated hospitals are concerned, they are fully prepared to face any natural disaster.
