Question : Drug Smuggling at Border

(a) whether the Government has identified the border areas that are most vulnerable to smuggling of drugs, arms, cattle, beef and fake currencies etc.;

(b) if so, the details thereof along with the number of such cases reported, smugglers arrested/killed and quantum of smuggled items seized during each of the last three years, item, border and State-wise;

(c) whether there are reports of nexus between BSF, State police and smugglers/ drug mafia as well as between terrorists and smugglers/drug mafia;

(d) if so, the details thereof and the reaction of the Government thereto; and

(e) the measures taken to curb such incidents including creation of border infrastructure along the borders of the country?

(a) & (b): Yes Madam. The details of the number of such cases reported, smugglers arrested/killed and quantum of smuggled items seized during each of the last three years, item, border and State – wise are given at Annexure.

(c) & (d): There have been no reports of nexus between BSF and terrorists. In recent past, two cases of connivance of BSF personnel with smugglers have been reported on Indo-Pakistan Border. These two BSF personnel are in Punjab Police custody.

(e): The following measures have been taken including creation of border infrastructure along the borders of the country, to curb such incidents:

(i) Erection of Border fencing, floodlighting along the International Border (IB).
(ii) Effective domination of the borders by the Border Guarding Forces by carrying out round the clock surveillance of the border viz. patrolling, laying nakas, establishing of observation posts all along the IB and strengthening of existing defences of the BOPs.

(iii) Vulnerability mapping of BOPs from the point of view of cross border crimes and being strengthened by deploying additional manpower, special surveillance equipments, vehicles and other infrastructure support.
(iv) Use of water crafts/boats and floating BOPs for domination of riverine area of IB.
