Question : Trafficking in Women and Children

(a) whether cases of kidnapping of children and Human trafficking including trafficking in women and children are increasing;

(b) if so, the number of such cases reported and women/children rescued and provided rehabilitation during each of the last three years and the current year, State/ UT-wise;

(c) whether there is any connection between kidnapping and trafficking and the trafficked children and women landed up in brothels or are trapped into modern day slavery;

(d) if so, the details thereof and the reaction of the Government thereto;

(e) whether the Government has taken note that women are not getting adequate protection from predators due to the apathy of the police and justice machinery; and

(f) if so, whether the Government proposes to bring radical change in the administrative mechanism to effectively deal with such crimes along with other measures taken to check incidents of human trafficking and kidnapping in the country?

(a) & (b): National Crime Records Bureau (NCRB) collects police recorded data on crimes and criminals relating to human trafficking. A statement containing details of cases registered and number of children recovered under “kidnapping & abduction of children” during the years 2014 and 2015 is at Annex I. A statement containing the details of cases registered under human trafficking, number of women and children trafficked & rescued during the years 2014 to 2016 is at Annex II.

(c) & (d): No such data is maintained centrally to establish connection between kidnapping and trafficking.

(e) & (f): ‘Police’ and ‘Public Order’ are State subjects and as such registration, investigation and prevention of crime of human trafficking is the responsibility of State Governments. However, the Central Government supplements the efforts of State Governments by issuing advisories from time to time and by providing financial assistance for setting up Anti-Human Trafficking Units at District level in various States. Besides this, training is also provided to State Police Personnel in trafficking. The Government of India has signed Memorandums of Understanding on prevention of Human Trafficking with the Government of Bangladesh and UAE.
